Configure global permissions in Jira

Grant global permissions to groups

Each permission is granted to one or more groups. Users who have the Administer Jira global permission can associate groups with permissions. ​Only org admins can manage users and create or manage groups.
The example below shows the six global permissions and who manages them.

It’s important to consider global permissions before deleting groups or modifying group membership.

To modify global permissions:
  1. In the top-right corner of Jira, select Settings (represented by a cog icon).
  2. Under Jira admin settings, select System.
  3. In the sidebar, under Security, select Global permissions.

Grant global permissions to the Public

You can assign global permissions to the Public group. However, this means anyone can access your Jira site. Be careful assigning global permissions to Public.
👉 For example: If you grant the Browse users and groups permission to the Public group, user and group names will be publicly available online.
👉 Another example: If you grant the Make bulk changes permission to the Public group, anonymous users who aren’t logged in can make bulk changes for any work they’re allowed to view.
You can do this with all global permissions, except Administer Jira.
👇 Assigning global permissions to the Public group means anyone on the internet can perform those tasks.

There’s a warning message below that says “Heads up: Anyone on the internet can perform these tasks if you grant permissions to the Public group.

Avoid using Public with most global permissions. Instead, use project permissions to control the access of anonymous users.

Let’s explore an example!

Leo is a Jira admin for a small marketing company. Ten external consultants have just joined the team, and they need to be able to create and share dashboards with the internal billing team. How can Leo configure this requirement?
He’ll need to ask an org admin to create a dedicated group and add the consultants to the group. Then, he’ll add the group to the relevant global permission.

First, Leo takes a look at the current situation:
  • The team of consultants are all existing Jira users and have valid product access.
  • The consultants are unable to share dashboards with the billing team.
  • The Share dashboards and filters global permission is currently granted to the “staff-internal” group.
Leo doesn’t want to add any external team members to an existing internal group for security reasons. He determines that he’ll need to create a dedicated group for the external consultants and grant them global permissions.
